Dress - Simply Be 20

I am having a bit of a love affair with tartan (i have several pieces in my wardrobe now) and this was one of the first pieces i got. I can't decide if i like this dress on, it clings to my hips and belly and not in a great way, but the bigger size swamped me, so i'm not sure if i will keep it, the skirt is flared and just looks like a lot of excess material in a way, maybe i just don't have the figure for it. I have taken a bit of a unknown leap into hats, i see them on other people and think they look amazing so have taken the plunge and bought one, what do you think?
